Recent searches at the CERN SPS for evidence of the critical point of strongly interacting matter are discussed. Experimental results on theroretically expected signatures, such as event-to-event fluctuations of the particle multiplicity and the aver age transverse momentum as well as intermittency in particle production are presented.
The QCD phase diagram lies at the heart of what the RHIC Physics Program is all about. While RHIC has been operating very successfully at or close to its maximum energy for almost a decade, it has become clear that this collider can also be operated at lower energies down to 5 GeV without extensive upgrades. An exploration of the full region of beam energies available at the RHIC facility is imperative. The STAR detector, due to its large uniform acceptance and excellent particle identification capabilities, is uniquely positioned to carry out this program in depth and detail. The first exploratory beam energy scan (BES) run at RHIC took place in 2010 (Run 10), since several STAR upgrades, most importantly a full barrel Time of Flight detector, are now completed which add new capabilities important for the interesting physics at BES energies. In this document we discuss current proposed measurements, with estimations of the accuracy of the measurements given an assumed event count at each beam energy.

We argue that the ratio $S_3 =mathrm{^3_Lambda H} / (mathrm{^3He} times frac{Lambda}{p})$ is a good representation of the local correlation between baryon number and strangeness, and therefore is a valuable tool to probe the nature of the dense matte r created in high energy heavy-ion collision: quark gluon plasma or hadron gas. A multiphase transport model (AMPT) plus a dynamical coalescence model is used to elucidate our arguments. We find that AMPT with string melting predicts an increase of $S_3$ with increasing beam energy, and is consistent with experimental data, while AMPT with only hadronic scattering results in a low $S_3$ throughout the energy range from AGS to RHIC, and fails to describe the experimental data.

With the measurement of several observables at SPS energies that demonstrate non-monotonic behavior as a function of centrality and $sqrt{s_{NN}}$, there is growing interest in pursuing a scan of relativistic heavy ion collisions at low energies at t he Relativistic Heavy Ion Collider. The capabilities of the PHENIX experiment to take quality measurements at low RHIC energies is described and directly demonstrated with analyses of Au+Au collisions at $sqrt{s_{NN}}$ = 19.6 GeV and Cu+Cu collisions at $sqrt{s_{NN}}$ = 22.5 GeV. The contribution of upgrades to the PHENIX detector in the upcoming years will also be discussed in the context of a low energy RHIC run.
The NA61/SHINE experiment at the CERN SPS is performing a uniqe study of the phase diagram of strongly interacting matter by varying collision energy and nuclear mass number of colliding nuclei. In central Pb+Pb collisions the NA49 experiment found s tructures in the energy dependence of several observables in the CERN SPS energy range that had been predicted for the transition to a deconfined phase. New measurements of NA61/SHINE find intriguing similarities in p+p interactions for which no deconfinement transition is expected at SPS energies. Possible implications will be discussed.
