The $B(E2;0^+to2^+)$ value in $^{68}$Ni has been measured using Coulomb excitation at safe energies. The $^{68}$Ni radioactive beam was post-accelerated at the ISOLDE facility (CERN) to 2.9 MeV/u. The emitted $gamma$ rays were detected by the MINIBALL detector array. A kinematic particle reconstruction was performed in order to increase the measured c.m. angular range of the excitation cross section. We investigate the Coulomb excitation of low-lying states of unstable nuclei in intermediate energy collisions ($E_{lab}sim10-500$ MeV/nucleon). It is shown that the cross sections for the $E1$ and $E2$ transitions are larger at lower energies, much less than 10 MeV/nucleon. Retardation effects and Coulomb distortion are found to be both relevant for energies as low as 10 MeV/nucleon and as high as 500 MeV/nucleon. Implications for studies at radioactive beam facilities are discussed.
With the recent advances in radioactive ion beam technology, Coulomb excitation at safe energies becomes an important experimental tool in nuclear-structure physics. The usefulness of the technique to extract key information on the electromagnetic pr operties of nuclei has been demonstrated since the 1960s with stable beam and target combinations. New challenges present themselves when studying exotic nuclei with this technique, including dealing with low statistics or number of data points, absolute and relative normalisation of the measured cross sections and a lack of complimentary experimental data, such as excited-state lifetimes and branching ratios. This paper addresses some of these common issues and presents analysis techniques to extract transition strengths and quadrupole moments utilising the least-squares fit code, {rmfamily textsc{gosia}}.
The B(E2; Ii -> If) values for transitions in 71Ga and 73Ga were deduced from a Coulomb excitation experiment at the safe energy of 2.95 MeV/nucleon using post-accelerated beams of 71,73Ga at the REX-ISOLDE on-line isotope mass separator facility. Th e emitted gamma rays were detected by the MINIBALL-detector array and B(E2; Ii->If) values were obtained from the yields normalized to the known strength of the 2+ -> 0+ transition in the 120Sn target. The comparison of these new results with the data of less neutron-rich gallium isotopes shows a shift of the E2 collectivity towards lower excitation energy when adding neutrons beyond N = 40. This supports conclusions from previous studies of the gallium isotopes which indicated a structural change in this isotopical chain between N = 40 and N = 42. Combined with recent measurements from collinear laser spectroscopy showing a 1/2- spin and parity for the ground state, the extracted results revealed evidence for a 1/2-; 3/2- doublet near the ground state in 73 31Ga42 differing by at most 0.8 keV in energy.
The elastic scattering angular distribution of the $^{16}$O$+^{60}$Ni system at $260$ MeV was measured in the range of the Rutherford cross section down to $7$ orders of magnitude below. The cross sections of the lowest $2^{+}$ and $3^{-}$ inelastic states of the target were also measured over a several orders of magnitude range. Coupled channel (CC) calculations were performed and are shown to be compatible with the whole set of data only when including the excitation of the projectile and when the deformations of the imaginary part of the nuclear optical potential are taken into account. Similar results were obtained when the procedure is applied to the existing data on $^{16}$O$+^{27}$Al elastic and inelastic scattering at $100$ and $280$ MeV. An analysis in terms of Dynamical Polarization Potentials (DPP) indicate the major role of coupled channel effects in the overlapping surface region of the colliding nuclei.

Isospin diffusion is probed as a function of the dissipated energy by studying two systems $^{58}$Ni+$^{58}$Ni and $^{58}$Ni+$^{197}$Au, over the incident energy range 52-74AM. Experimental data are compared with the results of a microscopic transpor t model with two different parameterizations of the symmetry energy term. A better overall agreement between data and simulations is obtained when using a symmetry term with a potential part linearly increasing with nuclear density. The isospin equilibration time at 52 AM{} is estimated to 130$pm$10 fm/$c$.
