We review our recent measurements of the complex AC conductivity of thin InO_x films studied as a function of magnetic field through the nominal 2D superconductor-insulator transition. These measurements - the first of their type to probe nonzero frequency - reveals a significant finite frequency superfluid stiffness well into the insulating regime. Unlike conventional fluctuation superconductivity in which thermal fluctuations give a superconducting response in regions of parameter space that dont exhibit long range order, these fluctuations are temperature independent as T --> 0 and are exhibited in samples where the resistance is large (greater than 10^6 Ohms/Square) and strongly diverging. We interpret this as the direct observation of quantum superconducting fluctuations around an insulating ground state. This system serves as a prototype for other insulating states of matter that derive from superconductors.

Nonlinear I-V characteristics have been observed in insulating quench-condensed films which are locally superconducting. We suggest an interpretation in terms of the enhancement of conduction by the depinning of a Cooper pair charge density wave, Cooper pair crystal, or Cooper pair glass that may characterize the insulating regime of locally superconducting films. We propose that this is a more likely description than the Coulomb blockade or charge-anticharge unbinding phenomena.
We show that the superconducting energy gap $Delta$ can be directly observed in phonon spectra, as predicted by recent theories. In addition, since each phonon probes the gap on only a small part of the Fermi surface, the gap anisotropy can be studied in detail. Our neutron scattering investigation of the anisotropic conventional superconductor YNi$_2$B$_2$C demonstrates this new application of phonon spectroscopy.

We report the first measurements of the voltage noise in the surface superconductivity state of a type-II superconductor. We present strong evidences that surface vortices generates surface current fluctuations whose magnitude can be modified by the pinning ability of the surface. Simple two-stage mechanism governed by current conservation appears to describe the data. We conclude that large voltage fluctuations induced by surface vortices exist while the bulk is metallic. Furthermore, this experiment shows that sole surface current fluctuations can account for the noise observed even in the presence of vortices in the bulk.
Time-domain observations of coherent oscillations between quantum states in mesoscopic superconducting systems were so far restricted to restoring the time-dependent probability distribution from the readout statistics. We propose a new method for direct observation of Rabi oscillations in a phase qubit. The external source, typically in GHz range, induces transitions between the qubit levels. The resulting Rabi oscillations of supercurrent in the qubit loop are detected by a high quality resonant tank circuit, inductively coupled to the phase qubit. Detailed calculation for zero and non-zero temperature are made for the case of persistent current qubit. According to the estimates for dephasing and relaxation times, the effect can be detected using conventional rf circuitry, with Rabi frequency in MHz range.

We study the thermodynamics of ultrasmall metallic grains with level spacing $delta$ comparable or smaller than the pairing correlation energy, at finite temperatures, $T gsim delta$. We describe a method which allows to find quantum corrections to the effect of classical fluctuations. We present results for thermodynamic quantities in ordered grains and for the reentrant odd susceptibility in disordered grains.
