During the preparatory phase of the International Linear Collider (ILC) project, all technical development and engineering design needed for the start of ILC construction must be completed, in parallel with intergovernmental discussion of governance and sharing of responsibilities and cost. The ILC Preparatory Laboratory (Pre-lab) is conceived to execute the technical and engineering work and to assist the intergovernmental discussion by providing relevant information upon request. It will be based on a worldwide partnership among laboratories with a headquarters hosted in Japan. This proposal, prepared by the ILC International Development Team and endorsed by the International Committee for Future Accelerators, describes an organisational framework and work plan for the Pre-lab. Elaboration, modification and adjustment should be introduced for its implementation, in order to incorporate requirements arising from the physics community, laboratories, and governmental authorities interested in the ILC.

Recently, the Turkic Accelerator Complex (TAC) is proposed as a regional facility for accelerator based fundamental and applied research. The complex will include linac on ring type electron-positron collider as a phi, charm and tau factory, linac based free electron laser (FEL), ring based third generation synchrotron radiation (SR) source and a few GeV proton accelerator. Preliminary estimations show that integral luminosity of hundred inverse femto-barns per year can be achieved for factory options. The FEL facility is planned to obtain laser beam between IR and soft X-ray region. In addition, SR facility will produce photon beams in UV and X-ray region. The proton accelerator will give opportunity to produce muon and neutron beams for applied research. The current status of the conceptual study of the complex is presented.

TeV center of mass energy lepton-hadron collider is necessary both to clarify fundamental aspects of strong interactions and for adequate interpretation of the LHC data. Recently proposed QCD Explorer utilizes the energy advantage of the LHC proton and ion beams, which allows the usage of relatively low energy electron beam. Two options for the LHC based ep collider are posibble: construction of a new electron ring in the LHC tunnel or construction of an e-linac tangentially to the LHC. In the latter case, which seems more acceptable for a number of reasons, two options are under consideration for electron linac: the CLIC technology allows shorter linac length, whereas TESLA technology gives higher luminosity.
In this paper we describe a method of luminosity measurement at the future linear collider ILC that estimates and corrects for the impact of the dominant sources of systematic uncertainty originating from the beam-induced effects and the background from physics processes. Based on the relativistic kinematics of the collision frame of the Bhabha process, the beam-beam related uncertainty is reduced to a permille independently of the precision with which the beam parameters are known. With the specific event selection, different from the isolation cuts based on topology of the signal used at LEP, combined with the corrective methods we introduce, the overall systematic uncertainty in the peak region above 80% of the nominal center-of-mass energy meets the physics requirements to be at the few permille level at all ILC energies.

The Frascati National Laboratory (LNF) is the largest and the oldest among the National Laboratories of the Italian Institute for Nuclear Physics (INFN). Since its foundation in 1954, it has been devoted to two main activities: the development, construction and operation of particle accelerators; the design and construction of forefront detectors for particle, nuclear and astroparticle physics. The research program of LNF is focused on fundamental research, but interdisciplinary activity has grown of importance along the years, with a perfect balance between internal and external activities. The scientific program taking place at LNF, at present, is still centered on the DA$Phi$NE complex, but in the last years, a second accelerator infrastructure, SPARC_LAB, devoted to the study and development of new technique of particle acceleration is marking the path toward the future: EuPARXIA. This will be an European infrastructure for plasma acceleration development. In this paper, an overview of the research program of the Laboratory and of the future perspectives is presented.
The nuSTORM facility has been designed to deliver beams of electron neutrinos and muon neutrinos (and their anti-particles) from the decay of a stored muon beam with a central momentum of 3.8 GeV/c and a momentum acceptance of 10%. The facility is unique in that it will: 1. Allow searches for sterile neutrinos of exquisite sensitivity to be carried out; 2. Serve future long- and short-baseline neutrino-oscillation programs by providing definitive measurements of electron neutrino and muon neutrino scattering cross sections off nuclei with percent-level precision; and 3. Constitutes the crucial first step in the development of muon accelerators as a powerful new technique for particle physics. The document describes the facility in detail and demonstrates its physics capabilities. This document was submitted to the Fermilab Physics Advisory Committee in consideration for Stage I approval.
