The problem of scheduling unrelated machines by a truthful mechanism to minimize the makespan was introduced in the seminal Algorithmic Mechanism Design paper by Nisan and Ronen. Nisan and Ronen showed that there is a truthful mechanism that provides an approximation ratio of $min(m,n)$, where $n$ is the number of machines and $m$ is the number of jobs. They also proved that no truthful mechanism can provide an approximation ratio better than $2$. Since then, the lower bound was improved to $1 +sqrt 2 approx 2.41$ by Christodoulou, Kotsoupias, and Vidali, and then to $1+phiapprox 2.618$ by Kotsoupias and Vidali. Very recently, the lower bound was improved to $2.755$ by Giannakopoulos, Hammerl, and Pocas. In this paper we further improve the bound to $3-delta$, for every constant $delta>0$. Note that a gap between the upper bound and the lower bounds exists even when the number of machines and jobs is very small. In particular, the known $1+sqrt{2}$ lower bound requires at least $3$ machines and $5$ jobs. In contrast, we show a lower bound of $2.2055$ that uses only $3$ machines and $3$ jobs and a lower bound of $1+sqrt 2$ that uses only $3$ machines and $4$ jobs. For the case of two machines and two jobs we show a lower bound of $2$. Similar bounds for two machines and two jobs were known before but only via complex proofs that characterized all truthful mechanisms that provide a finite approximation ratio in this setting, whereas our new proof uses a simple and direct approach.

The prior independent framework for algorithm design considers how well an algorithm that does not know the distribution of its inputs approximates the expected performance of the optimal algorithm for this distribution. This paper gives a method that is agnostic to problem setting for proving lower bounds on the prior independent approximation factor of any algorithm. The method constructs a correlated distribution over inputs that can be generated both as a distribution over i.i.d. good-for-algorithms distributions and as a distribution over i.i.d. bad-for-algorithms distributions. Prior independent algorithms are upper-bounded by the optimal algorithm for the latter distribution even when the true distribution is the former. Thus, the ratio of the expected performances of the Bayesian optimal algorithms for these two decompositions is a lower bound on the prior independent approximation ratio. The techniques of the paper connect prior independent algorithm design, Yaos Minimax Principle, and information design. We apply this framework to give new lower bounds on several canonical prior independent mechanism design problems.
We study problems of scheduling jobs on related machines so as to minimize the makespan in the setting where machines are strategic agents. In this problem, each job $j$ has a length $l_{j}$ and each machine $i$ has a private speed $t_{i}$. The running time of job $j$ on machine $i$ is $t_{i}l_{j}$. We seek a mechanism that obtains speed bids of machines and then assign jobs and payments to machines so that the machines have incentive to report true speeds and the allocation and payments are also envy-free. We show that 1. A deterministic envy-free, truthful, individually rational, and anonymous mechanism cannot approximate the makespan strictly better than $2-1/m$, where $m$ is the number of machines. This result contrasts with prior work giving a deterministic PTAS for envy-free anonymous assignment and a distinct deterministic PTAS for truthful anonymous mechanism. 2. For two machines of different speeds, the unique deterministic scalable allocation of any envy-free, truthful, individually rational, and anonymous mechanism is to allocate all jobs to the quickest machine. This allocation is the same as that of the VCG mechanism, yielding a 2-approximation to the minimum makespan. 3. No payments can make any of the prior published monotone and locally efficient allocations that yield better than an $m$-approximation for $qcmax$ cite{aas, at,ck10, dddr, kovacs} a truthful, envy-free, individually rational, and anonymous mechanism.

Batch codes are a useful notion of locality for error correcting codes, originally introduced in the context of distributed storage and cryptography. Many constructions of batch codes have been given, but few lower bound (limitation) results are known, leaving gaps between the best known constructions and best known lower bounds. Towards determining the optimal redundancy of batch codes, we prove a new lower bound on the redundancy of batch codes. Specifically, we study (primitive, multiset) linear batch codes that systematically encode $n$ information symbols into $N$ codeword symbols, with the requirement that any multiset of $k$ symbol requests can be obtained in disjoint ways. We show that such batch codes need $Omega(sqrt{Nk})$ symbols of redundancy, improving on the previous best lower bounds of $Omega(sqrt{N}+k)$ at all $k=n^varepsilon$ with $varepsilonin(0,1)$. Our proof follows from analyzing the dimension of the order-$O(k)$ tensor of the batch codes dual code.
Nearly a decade ago, Azrieli and Shmaya introduced the class of $lambda$-Lipschitz games in which every players payoff function is $lambda$-Lipschitz with respect to the actions of the other players. They showed that such games admit $epsilon$-approximate pure Nash equilibria for certain settings of $epsilon$ and $lambda$. They left open, however, the question of how hard it is to find such an equilibrium. In this work, we develop a query-efficient reduction from more general games to Lipschitz games. We use this reduction to show a query lower bound for any randomized algorithm finding $epsilon$-approximate pure Nash equilibria of $n$-player, binary-action, $lambda$-Lipschitz games that is exponential in $frac{nlambda}{epsilon}$. In addition, we introduce ``Multi-Lipschitz games, a generalization involving player-specific Lipschitz values, and provide a reduction from finding equilibria of these games to finding equilibria of Lipschitz games, showing that the value of interest is the sum of the individual Lipschitz parameters. Finally, we provide an exponential lower bound on the deterministic query complexity of finding $epsilon$-approximate correlated equilibria of $n$-player, $m$-action, $lambda$-Lipschitz games for strong values of $epsilon$, motivating the consideration of explicitly randomized algorithms in the above results. Our proof is arguably simpler than those previously used to show similar results.

Secure codes are widely-studied combinatorial structures which were introduced for traitor tracing in broadcast encryption. To determine the maximum size of such structures is the main research objective. In this paper, we investigate the lower bounds for secure codes and their related structures. First, we give some improved lower bounds for the rates of $2$-frameproof codes and $overline{2}$-separable codes for slightly large alphabet size. Then we improve the lower bounds for the rate of some related structures, i.e., strongly $2$-separable matrices and $2$-cancellative set families. Finally, we give a general method to derive new lower bounds for strongly $t$-separable matrices and $t$-cancellative set families for $tge 3.$
