السياحة والتخطيط الاستراتيجي: التعلم من مقاطعة هاينان الصينية لتطوير إقليم الساحل السوري

تعد هذه الورقة دراسة تحليلية للخطط السياحية لمقاطعة هاينان الصينية والمنطقة الساحلية السورية قبل بدء الحرب السورية في عام 2011. وتختتم بنموذج متكامل للسياحة وكيفية ترجمة الخطط الاستراتيجية إلى مشاريع التنمية السياحية المستدامة في المنطقتين. تتناول الخطة الاستراتيجية في الحالة الصينية الخصائص البيئية والاقتصادية والمؤسسية والاجتماعية والعمرانية للتنمية السياحية ، التي تحدد البنية التحتية والبيئة اللازمة لمواصلة تطوير السياحة, ويتناقض ذلك مع غياب مثل هذه الاستراتيجية في حالة سوريا. تم استخلاص المعطيات من المقابلات مع المعنيين في مجال السياحة, والملاحظات, وتحليل الوثائق بالإضافة المواقع الألكترونية ذات الصلة. استخدمت تقنيات البحث النوعي بشكل رئيسي إضافة إلى البحث الكمي بشكل أقل, وذلك لتحليل البيانات المتاحة وتشكيل وصف تفصيلي للمقدرات الماضية والحالية والمستقبلية للسياحة في المنطقتين. تهتم الدراسة بأنماط النقل، واستخدام الأراضي، والتنمية السياحية، والتنمية الحضرية، والخطط الاستراتيجية المعتمدة في كلتا الحاتين الدراسيتين. طبقت الدروس المستفادة من ابتكارات السياحة الصينية في هاينان لاقتراح خطة تنفيذية لتنمية السياحة المستدامة في المنطقة الساحلية السورية بمجرد انتهاء الحرب الحالية. هذا يتطلب مشاركة نشطة من جميع أصحاب المصلحة المعنيين من كل المجالات على الرغم من اختلاف المصالح، كما يتطلب دمج ثلاثة عوامل تنموية منفصلة (اجتماعية وبيئية واقتصادية) بالإضافة للبيئة المبنية كعناصر مكملة وليس متضاربة.
