يحاول البحث تقييم تطورات النظام الأوروبي لحماية حقوق الإنسان و تحليله عبر دراسة آلية المحكمة الأوروبية لحقوق الإنسان و إجراءاتها فيما يتصل باختصاصها القضائي للفصل في الطلبات أو الطلبات الفردية و لا يدخل في نطاق البحث إجراءات التسوية الودية.
