Photon Astronomy ruled the last four centuries while wider photon band ruled last radio-X-Gamma century of discovery. Present decade may see the rise and competition of UHECR and UHE Neutrino Astronomy. Tau Neutrino may win and be the first flavor re vealed. It could soon rise at horizons in AUGER at EeV energies, if nucleons are the main UHECR currier. If on the contrary UHECR are Lightest nuclei (He, Li. B) UHE tau neutrino maybe suppressed at EeV and enhanced at tens -hundred PeV. Detectable in AMIGA and HEAT denser sub-array in AUGER. Within a few years.
We evaluate the contribution to $N_{rm eff}$ of the extra sterile states in low-scale Type I seesaw models (with three extra sterile states). We explore the full parameter space and find that at least two of the heavy states always reach thermalisati on in the Early Universe, while the third one might not thermalise provided the lightest neutrino mass is below ${mathcal O}(10^{-3}$eV). Constraints from cosmology therefore severely restrict the spectra of heavy states in the range 1eV- 100 MeV. The implications for neutrinoless double beta decay are also discussed.
Since 2013 IceCube cascade showers sudden overabundance have shown a fast flavor change above 30-60 TeV up to PeV energy. This flavor change from dominant muon tracks at TeVs to shower events at higher energies, has been indebted to a new injection o f a neutrino astronomy. However the recent published 54 neutrino HESE, high energy starting events, as well as the 38 external muon tracks made by trough going muon formed around the IceCube, none of them are pointing to any expected X-gamma or radio sources: no one in connection to GRB, no toward active BL Lac, neither to AGN source in Fermi catalog. No clear correlation with nearby mass distribution (Local Group), nor to galactic plane. Moreover there have not been any record (among a dozen of 200 TeV energetic events) of the expected double bang due to the tau neutrino birth and decay. An amazing and surprising unfair distribution in flavor versus expected democratic one. Finally there is not a complete consistence of the internal HESE event spectra and the external crossing muon track ones. Moreover the apparent sudden astrophysical neutrino flux rise at 60 TeV might be probably also suddenly cut at a few PeV in order to hide the (unobserved , yet) Glashow resonance peak at 6.3 PeV. A more mondane prompt charmed atmospheric neutrino component may explain most of the IceCube puzzles. If this near future, 2017-2018, it does not shine tau neutrino signals somewhere (by tau airshowers in AUGER, TA, ASHRA or double bang in IceCube) there are a list of consequences to face. These missing correlations and in particular the tau signature absence force us to claim : No Tau? No neutrino Astronomy.
IceCube Neutrino Astronomy is considered. The tau neutrino flavor paucity and the asymmetry for the tracks suggest a dominant atmospheric charm noise. The correlated cascades and tracks asymmetry with relevant statistics enforce the charm noise domin ance in the data. The charm signal may explain at once the absence of correlation for the tracks data with the galactic plane and with known brightest gamma sources.

The short review of theoretical aspects of ultra high energy (UHE) neutrinos. The accelerator sources, such as Supernovae remnants, Gamma Ray Bursts, AGN etc are discussed. The top-down sources include Topological Defects (TDs), Superheavy Dark Matte r (SHDM) and Mirror Matter. The diffuse fluxes are considered accordingly as that of cosmogenic and top-down neutrinos. Much attention is given to the cascade upper limit to the diffuse neutrino fluxes in the light of Fermi-LAT data on diffuse high energy gamma radiation. This is most general and rigorous upper limit, valid for both cosmogenic and top-down models. At present upper limits from many detectors are close to the cascade upper limit, and 5 yr IceCube upper limit will be well below it.
