This document is the final report by the Committee on the Scientific Case of the ILC Operating at 250 GeV as a Higgs Factory. This committee was commissioned by the Japan Association of High Energy Physicists. More than twenty institutes join the FCAL Collaboration in study of design of the very forward region of a detector for ILC and CLIC. Of particular importance is an accurate luminosity measurement to the level of 10-3, a requirement driven by the potential for precision physics at a future linear collider. In this paper, the method for luminosity measurement, requirements on luminometer and its integration in the forward region are presented. The impact of several effects contributing to the systematic uncertainty of luminosity measurement is given.

In view of the very precise measurements on fermion couplings which will be performed at ILC250 with polarized beams, there is emerging evidence that the LEP1/SLC measurements on these couplings are an order of magnitude too imprecise to match the accuracies reachable at ILC250. This will therefore severely limit the indirect sensitivity to new resonances and require revisiting the possibility to run ILC at the Z pole with polarized electrons. This work was done as a contribution to the ESU 2018-2020.
