An overview of the measurements of b->sgamma, b->dgamma and b->sll penguin transitions at the B Factories is presented.

The coupling of the electroweak gauge bosons of the Standard Model (SM) to leptons is flavour universal. Extensions of the SM do not necessarily have this property. Rare decays of heavy flavour are suppressed in the SM and new particles may give sizeable contributions to these processes, therefore, their precise study allows for sensitive tests of lepton flavour universality. Of particular interest are rare b to sll decays that are well accessible at the LHCb experiment. Recent results from LHCb on lepton flavour universality in rare b to sll decays are discussed.

While measuring the ratio R_K = Gamma(K+e2(gamma))/Gamma(K+mu2(gamma)), the KLOE Collaboration has studied the radiative process Ke2gamma. The ratio of the width for the Ke2gamma decay with a positively polarized photon from structure-dependent radiation to the inclusive Kmu2(gamma) width is found to be 1.484(68) 10-5. The observed radiation spectrum agrees with predictions from chiral perturbation theory and is in contrast with predictions based on the light front quark model. This result reduces the contribution to systematic uncertainties on measurements of R_K. In a separate study, KLOE has measured the ratio of the radiative Ke3gamma decay width to the inclusive Ke3(gamma) width to be 924(28) 10-5. The distribution in energy and angle of the radiative photon has been analyzed in an attempt to isolate the signature from interference of the inner-bremsstrahlung and structure-dependent amplitudes.

The $b rightarrow s gamma$, $b rightarrow d gamma$ and $b rightarrow s ell^+ ell^-$ processes are allowed at higher order via the electroweak loop or box diagrams in the Standard model. It is sensitive probe to search for new physics beyond the Standard model because new particles might enter in the loop. We present preliminary results of branching fraction of the $bar{B} rightarrow X_s gamma$, $CP$ asymmetry in the $bar{B} rightarrow X_{s+d} gamma$, and the forward-backward asymmetry in the $bar{B} rightarrow X_s ell^+ ell^-$. The results are based on a data sample containing $772 times 10^6 Bbar{B}$ pairs recorded at the $Upsilon(4S)$ resonance with the Belle detector at the KEKB $e^+ e^-$ collider.

We present the measurements, performed by the Belle II experiment, related to the B and D meson decays. These results are based on 63 fb$^{-1}$ and 9 fb$^{-1}$ of $e^+e^-$ collision data recorded by the Belle II detector at a center-of-mass energy corresponding to the mass of the Y(4S) resonance and 60 MeV below the Y(4S) resonance. The results reassure that Belle II is in the right direction in pursuit of measuring the Standard Model predictions with improved precision.
