We prove that it is NP-hard for a coalition of two manipulators to compute how to manipulate the Borda voting rule. This resolves one of the last open problems in the computational complexity of manipulating common voting rules. Because of this NP-hardness, we treat computing a manipulation as an approximation problem where we try to minimize the number of manipulators. Based on ideas from bin packing and multiprocessor scheduling, we propose two new approximation methods to compute manipulations of the Borda rule. Experiments show that these methods significantly outperform the previous best known %existing approximation method. We are able to find optimal manipulations in almost all the randomly generated elections tested. Our results suggest that, whilst computing a manipulation of the Borda rule by a coalition is NP-hard, computational complexity may provide only a weak barrier against manipulation in practice.
The Borda voting rule is a positional scoring rule for $z$ candidates such that in each vote, the first candidate receives $z-1$ points, the second $z-2$ points and so on. The winner in the Borda rule is the candidate with highest total score. We study the manipulation problem of the Borda rule in a setting with two non-manipulators while one of the non-manipulators vote is weighted. We demonstrate a sharp contrast on computational complexity depending on the weight of the non-manipulator: the problem is NP-hard when the weight is larger than $1$ while there exists an efficient algorithm to find a manipulation when the weight is at most $1$.
Nansons and Baldwins voting rules select a winner by successively eliminating candidates with low Borda scores. We show that these rules have a number of desirable computational properties. In particular, with unweighted votes, it is NP-hard to manipulate either rule with one manipulator, whilst with weighted votes, it is NP-hard to manipulate either rule with a small number of candidates and a coalition of manipulators. As only a couple of other voting rules are known to be NP-hard to manipulate with a single manipulator, Nansons and Baldwins rules appear to be particularly resistant to manipulation from a theoretical perspective. We also propose a number of approximation methods for manipulating these two rules. Experiments demonstrate that both rules are often difficult to manipulate in practice. These results suggest that elimination style voting rules deserve further study.
Schulzes rule is used in the elections of a large number of organizations including Wikimedia and Debian. Part of the reason for its popularity is the large number of axiomatic properties, like monotonicity and Condorcet consistency, which it satisfies. We identify a potential shortcoming of Schulzes rule: it is computationally vulnerable to manipulation. The Turaev-Viro invariants are a powerful family of topological invariants for distinguishing between different 3-manifolds. They are invaluable for mathematical software, but current algorithms to compute them require exponential time. The invariants are parameterised by an integer $r geq 3$. We resolve the question of complexity for $r=3$ and $r=4$, giving simple proofs that computing Turaev-Viro invariants for $r=3$ is polynomial time, but for $r=4$ is #P-hard. Moreover, we give an explicit fixed-parameter tractable algorithm for arbitrary $r$, and show through concrete implementation and experimentation that this algorithm is practical---and indeed preferable---to the prior state of the art for real computation.
Consider a graph with a rotation system, namely, for every vertex, a circular ordering of the incident edges. Given such a graph, an angle cover maps every vertex to a pair of consecutive edges in the ordering -- an angle -- such that each edge participates in at least one such pair. We show that any graph of maximum degree 4 admits an angle cover, give a poly-time algorithm for deciding if a graph with no degree-3 vertices has an angle-cover, and prove that, given a graph of maximum degree 5, it is NP-hard to decide whether it admits an angle cover. We also consider extensions of the angle cover problem where every vertex selects a fixed number $a>1$ of angles or where an angle consists of more than two consecutive edges. We show an application of angle covers to the problem of deciding if the 2-blowup of a planar graph has isomorphic thickness 2.
