As a generalization of Davis-Januszkiewicz theory, there is an essential link between locally standard $(Z_2)^n$-actions (or $T^n$-actions) actions and nice manifolds with corners, so that a class of nicely behaved equivariant cut-and-paste operations on locally standard actions can be carried out in step on nice manifolds with corners. Based upon this, we investigate what kinds of closed manifolds admit locally standard $(Z_2)^n$-actions; especially for the 3-dimensional case. Suppose $M$ is an orientable closed connected 3-manifold. When $H_1(M;Z_2)=0$, it is shown that $M$ admits a locally standard $(Z_2)^3$-action if and only if $M$ is homeomorphic to a connected sum of 8 copies of some $Z_2$-homology sphere $N$, and if further assuming $M$ is irreducible, then $M$ must be homeomorphic to $S^3$. In addition, the argument is extended to rational homology 3-sphere $M$ with $H_1(M;Z_2) cong Z_2$ and an additional assumption that the $(Z_2)^3$-action has a fixed point.

We show that the classical example $X$ of a 3-dimensional generalized manifold constructed by van Kampen is another example of not homologically locally connected (i.e. not HLC) space. This space $X$ is not locally homeomorphic to any of the compact metrizable 3-dimensional manifolds constructed in our earlier paper which are not HLC spaces either.

In this paper, it is explained that a topological invariant for 3-manifold $M$ with $b_1(M)=1$ can be constructed by applying Fukayas Morse homotopy theoretic approach for Chern--Simons perturbation theory to a local system on $M$ of rational functions associated to the free abelian covering of $M$. Our invariant takes values in Garoufalidis--Rozanskys space of Jacobi diagrams whose edges are colored by rational functions. It is expected that our invariant gives a lot of nontrivial finite type invariants of 3-manifolds.
Integral foliated simplicial volume is a version of simplicial volume combining the rigidity of integral coefficients with the flexibility of measure spaces. In this article, using the language of measure equivalence of groups we prove a proportionality principle for integral foliated simplicial volume for aspherical manifolds and give refined upper bounds of integral foliated simplicial volume in terms of stable integral simplicial volume. This allows us to compute the integral foliated simplicial volume of hyperbolic 3-manifolds. This is complemented by the calculation of the integral foliated simplicial volume of Seifert 3-manifolds.

In this paper we study the (equivariant) topological types of a class of 3-dimensional closed manifolds (i.e., 3-dimensional small covers), each of which admits a locally standard $(mathbb{Z}_2)^3$-action such that its orbit space is a simple convex 3-polytope. We introduce six equivariant operations on 3-dimensional small covers. These six operations are interesting because of their combinatorial natures. Then we show that each 3-dimensional small cover can be obtained from $mathbb{R}P^3$ and $S^1timesmathbb{R}P^2$ with certain $(mathbb{Z}_2)^3$-actions under these six operations. As an application, we classify all 3-dimensional small covers up to $({Bbb Z}_2)^3$-equivariant unoriented cobordism.
We prove that any mapping torus of a closed 3-manifold has zero simplicial volume. When the fiber is a prime 3-manifold, classification results can be applied to show vanishing of the simplicial volume, however the case of reducible fibers is by far more subtle. We thus analyse the possible self-homeomorphisms of reducible 3-manifolds, and use this analysis to produce an explicit representative of the fundamental class of the corresponding mapping tori. To this end, we introduce a new technique for understanding self-homeomorphisms of connected sums in arbitrary dimensions on the level of classifying spaces and for computing the simplicial volume. In particular, we extend our computations to mapping tori of certain connected sums in higher dimensions. Our main result completes the picture for the vanishing of the simplicial volume of fiber bundles in dimension four. Moreover, we deduce that dimension four together with the trivial case of dimension two are the only dimensions where all mapping tori have vanishing simplicial volume. As a group theoretic consequence, we derive an alternative proof of the fact that the fundamental group $G$ of a mapping torus of a 3-manifold $M$ is Gromov hyperbolic if and only if $M$ is virtually a connected sum $# S^2times S^1$ and $G$ does not contain $mathbb{Z}^2$.
