By analogy with conjectures for random matrices, Fyodorov-Hiary-Keating and Fyodorov-Keating proposed precise asymptotics for the maximum of the Riemann zeta function in a typical short interval on the critical line. In this paper, we settle the upper bound part of their conjecture in a strong form. More precisely, we show that the measure of those $T leq t leq 2T$ for which $$ max_{|h| leq 1} |zeta(1/2 + i t + i h)| > e^y frac{log T }{(loglog T)^{3/4}}$$ is bounded by $Cy e^{-2y}$ uniformly in $y geq 1$. This is expected to be optimal for $y= O(sqrt{loglog T})$. This upper bound is sharper than what is known in the context of random matrices, since it gives (uniform) decay rates in $y$. In a subsequent paper we will obtain matching lower bounds.

Consider $Ntimes N$ symmetric one-dimensional random band matrices with general distribution of the entries and band width $W geq N^{3/4+varepsilon}$ for any $varepsilon>0$. In the bulk of the spectrum and in the large $N$ limit, we obtain the foll owing results. (i) The semicircle law holds up to the scale $N^{-1+varepsilon}$ for any $varepsilon>0$. (ii) The eigenvalues locally converge to the point process given by the Gaussian orthogonal ensemble at any fixed energy. (iii) All eigenvectors are delocalized, meaning their ${rm L}^infty$ norms are all simultaneously bounded by $N^{-frac{1}{2}+varepsilon}$ (after normalization in ${rm L}^2$) with overwhelming probability, for any $varepsilon>0$. (iv )Quantum unique ergodicity holds, in the sense that the local ${rm L}^2$ mass of eigenvectors becomes equidistributed with overwhelming probability. We extend the mean-field reduction method cite{BouErdYauYin2017}, which required $W=Omega(N)$, to the current setting $W ge N^{3/4+varepsilon}$. Two new ideas are: (1) A new estimate on the generalized resolvent of band matrices when $W geq N^{3/4+varepsilon}$. Its proof, along with an improved fluctuation average estimate, will be presented in parts 2 and 3 of this series cite {BouYanYauYin2018,YanYin2018}. (2) A strong (high probability) version of the quantum unique ergodicity property of random matrices. For its proof, we construct perfect matching observables of eigenvector overlaps and show they satisfying the eigenvector moment flow equation cite{BouYau2017} under the matrix Brownian motions.
This is the first of two papers devoted to the proof of conformal invariance of the critical double random current and the XOR-Ising models on the square lattice. More precisely, we show the convergence of loop ensembles obtained by taking the cluste r boundaries in the sum of two independent currents with free and wired boundary conditions, and in the XOR-Ising models with free and plus/plus boundary conditions. Therefore we establish Wilsons conjecture on the XOR-Ising model. The strategy, which to the best of our knowledge is different from previous proofs of conformal invariance, is based on the characterization of the scaling limit of these loop ensembles as certain local sets of the Gaussian Free Field. In this paper, we identify uniquely the possible subsequential limits of the loop ensembles. Combined with the second paper, this completes the proof of conformal invariance.
We consider the critical spread-out contact process in Z^d with dge1, whose infection range is denoted by Lge1. In this paper, we investigate the r-point function tau_{vec t}^{(r)}(vec x) for rge3, which is the probability that, for all i=1,...,r-1, the individual located at x_iin Z^d is infected at time t_i by the individual at the origin oin Z^d at time 0. Together with the results of the 2-point function in [van der Hofstad and Sakai, Electron. J. Probab. 9 (2004), 710-769; arXiv:math/0402049], on which our proofs crucially rely, we prove that the r-point functions converge to the moment measures of the canonical measure of super-Brownian motion above the upper-critical dimension 4. We also prove partial results for dle4 in a local mean-field setting.
We consider Hermitian random band matrices $H=(h_{xy})$ on the $d$-dimensional lattice $(mathbb Z/Lmathbb Z)^d$. The entries $h_{xy}$ are independent (up to Hermitian conditions) centered complex Gaussian random variables with variances $s_{xy}=mathb b E|h_{xy}|^2$. The variance matrix $S=(s_{xy})$ has a banded structure so that $s_{xy}$ is negligible if $|x-y|$ exceeds the band width $W$. In dimensions $dge 8$, we prove that, as long as $Wge L^epsilon$ for a small constant $epsilon>0$, with high probability most bulk eigenvectors of $H$ are delocalized in the sense that their localization lengths are comparable to $L$. Denote by $G(z)=(H-z)^{-1}$ the Greens function of the band matrix. For ${mathrm Im}, zgg W^2/L^2$, we also prove a widely used criterion in physics for quantum diffusion of this model, namely, the leading term in the Fourier transform of $mathbb E|G_{xy}(z)|^2$ with respect to $x-y$ is of the form $({mathrm Im}, z + a(p))^{-1}$ for some $a(p)$ quadratic in $p$, where $p$ is the Fourier variable. Our method is based on an expansion of $T_{xy}=|m|^2 sum_{alpha}s_{xalpha}|G_{alpha y}|^2$ and it requires a self-energy renormalization up to error $W^{-K}$ for any large constant $K$ independent of $W$ and $L$. We expect that this method can be extended to non-Gaussian band matrices.

Bogomolny and Schmit proposed that the critical edge percolation on the square lattice is a good model for the nodal domains of a random plane wave. Based on this they made a conjecture about the number of nodal domains. Recent computer experiments s howed that the mean number of clusters per vertex and the mean number of nodal domains per unit area are very close but different. Since the original argument was mostly supported by numerics, it was believed that the percolation model is wrong. In this paper we give some numerical evidence in favour of the percolation model.
