With the advent of a new generation of neutrino experiments which leverage high-intensity neutrino beams for precision measurements, it is timely to explore physics topics beyond the standard neutrino-related physics. Given that the realm of beyond the standard model (BSM) physics has been mostly sought at high-energy regimes at colliders, such as the LHC at CERN, the exploration of BSM physics in neutrino experiments will enable complementary measurements at the energy regimes that balance that of the LHC. This is in concert with new ideas for high-intensity beams for fixed target and beam-dump experiments world-wide, e.g., those at CERN. The combination of the high intensity proton beam facilities and massive detectors for precision neutrino oscillation parameter measurements and for CP violation phase measurements will help make BSM physics reachable even in low energy regimes in accelerator based experiments. Large mass detectors with highly precise tracking and energy measurements, excellent timing resolution, and low energy thresholds will enable searches for BSM phenomena from cosmogenic origin, as well. Therefore, it is conceivable that BSM topics in the next generation neutrino experiments could be the dominant physics topics in the foreseeable future, as the precision of the neutrino oscillation parameter and CPV measurements continues to improve. In this spirit, this white paper provides a review of the current landscape of BSM theory in neutrino experiments in two selected areas of the BSM topics - dark matter and neutrino related BSM - and summarizes the current results from existing neutrino experiments to set benchmarks for both theory and experiment. This paper then provides a review of upcoming neutrino experiments throughout the next 10 - 15 year time scale and their capabilities to set the foundation for potential reach in BSM physics in the two aforementioned themes.

Neutrino masses are clear evidence for physics beyond the standard model and much more remains to be understood about the neutrino sector. We highlight some of the outstanding questions and research opportunities in neutrino theory. We show that most of these questions are directly connected to the very rich experimental program currently being pursued (or at least under serious consideration) in the United States and worldwide. Finally, we also comment on the state of the theoretical neutrino physics community in the U.S.
The Spallation Neutron Source (SNS) at Oak Ridge National Laboratory, Tennessee, provides an intense flux of neutrinos in the few tens-of-MeV range, with a sharply-pulsed timing structure that is beneficial for background rejection. In this document, the product of a workshop at the SNS in May 2012, we describe this free, high-quality stopped-pion neutrino source and outline various physics that could be done using it. We describe without prioritization some specific experimental configurations that could address these physics topics.
We present a comprehensive review of keV-scale sterile neutrino Dark Matter, collecting views and insights from all disciplines involved - cosmology, astrophysics, nuclear, and particle physics - in each case viewed from both theoretical and experime ntal/observational perspectives. After reviewing the role of active neutrinos in particle physics, astrophysics, and cosmology, we focus on sterile neutrinos in the context of the Dark Matter puzzle. Here, we first review the physics motivation for sterile neutrino Dark Matter, based on challenges and tensions in purely cold Dark Matter scenarios. We then round out the discussion by critically summarizing all known constraints on sterile neutrino Dark Matter arising from astrophysical observations, laboratory experiments, and theoretical considerations. In this context, we provide a balanced discourse on the possibly positive signal from X-ray observations. Another focus of the paper concerns the construction of particle physics models, aiming to explain how sterile neutrinos of keV-scale masses could arise in concrete settings beyond the Standard Model of elementary particle physics. The paper ends with an extensive review of current and future astrophysical and laboratory searches, highlighting new ideas and their experimental challenges, as well as future perspectives for the discovery of sterile neutrinos.

As direct dark matter experiments continue to increase in size, they will become sensitive to neutrinos from astrophysical sources. For experiments that do not have directional sensitivity, coherent neutrino scattering (CNS) from several sources repr esents an important background to understand, as it can almost perfectly mimic an authentic WIMP signal. Here we explore in detail the effect of neutrino backgrounds on the discovery potential of WIMPs over the entire mass range of 500 MeV to 10 TeV. We show that, given the theoretical and measured uncertainties on the neutrino backgrounds, direct detection experiments lose sensitivity to light (~10 GeV) and heavy (~100 GeV) WIMPs with a spin-independent cross section below 10^{-45} cm^2 and 10^{-49} cm^2, respectively.
Our knowledge of neutrino cross sections at the GeV scale, instrumental to test CP symmetry violation in the leptonic sector, has grown substantially in the last two decades. Still, their precision and understanding are far from the standard needed i n contemporary neutrino physics. Nowadays, the knowledge of the neutrino cross-section at $O(10%)$ causes the main systematic uncertainty in oscillation experiments and jeopardizes their physics reach. In this paper, we envision the opportunities for a new generation of cross section experiments to be run in parallel with DUNE and HyperKamiokande. We identify the most prominent physics goals by looking at the theory and experimental limitations of the previous generation of experiments. We highlight the priorities in the theoretical understanding of GeV cross-sections and the experimental challenges of this new generation of facilities.
