Perturbed graphic matroids are binary matroids that can be obtained from a graphic matroid by adding a noise of small rank. More precisely, r-rank perturbed graphic matroid M is a binary matroid that can be represented in the form I +P, where I is the incidence matrix of some graph and P is a binary matrix of rank at most r. Such matroids naturally appear in a number of theoretical and applied settings. The main motivation behind our work is an attempt to understand which parameterized algorithms for various problems on graphs could be lifted to perturbed graphic matroids. We study the parameterized complexity of a natural generalization (for matroids) of the following fundamental problems on graphs: Steiner Tree and Multiway Cut. In this generalization, called the Space Cover problem, we are given a binary matroid M with a ground set E, a set of terminals Tsubseteq E, and a non-negative integer k. The task is to decide whether T can be spanned by a subset of Esetminus T of size at most k. We prove that on graphic matroid perturbations, for every fixed r, Space Cover is fixed-parameter tractable parameterized by k. On the other hand, the problem becomes W[1]-hard when parameterized by r+k+|T| and it is NP-complete for rleq 2 and |T|leq 2. On cographic matroids, that are the duals of graphic matroids, Space Cover generalizes another fundamental and well-studied problem, namely Multiway Cut. We show that on the duals of perturbed graphic matroids the Space Cover problem is fixed-parameter tractable parameterized by r+k.

For an abelian group $Gamma$, a $Gamma$-labelled graph is a graph whose vertices are labelled by elements of $Gamma$. We prove that a certain collection of edge sets of a $Gamma$-labelled graph forms a delta-matroid, which we call a $Gamma$-graphic d elta-matroid, and provide a polynomial-time algorithm to solve the separation problem, which allows us to apply the symmetric greedy algorithm of Bouchet to find a maximum weight feasible set in such a delta-matroid. We present two algorithmic applications on graphs; Maximum Weight Packing of Trees of Order Not Divisible by $k$ and Maximum Weight $S$-Tree Packing. We also discuss various properties of $Gamma$-graphic delta-matroids.
The class of quasi-graphic matroids recently introduced by Geelen, Gerards, and Whittle generalises each of the classes of frame matroids and lifted-graphic matroids introduced earlier by Zaslavsky. For each biased graph $(G, mathcal B)$ Zaslavsky de fined a unique lift matroid $L(G, mathcal B)$ and a unique frame matroid $F(G, mathcal B)$, each on ground set $E(G)$. We show that in general there may be many quasi-graphic matroids on $E(G)$ and describe them all. We provide cryptomorphic descriptions in terms of subgraphs corresponding to circuits, cocircuits, independent sets, and bases. Equipped with these descriptions, we prove some results about quasi-graphic matroids. In particular, we provide alternate proofs that do not require 3-connectivity of two results of Geelen, Gerards, and Whittle for 3-connected matroids from their introductory paper: namely, that every quasi-graphic matroid linearly representable over a field is either lifted-graphic or frame, and that if a matroid $M$ has a framework with a loop that is not a loop of $M$ then $M$ is either lifted-graphic or frame. We also provide sufficient conditions for a quasi-graphic matroid to have a unique framework. Zaslavsky has asked for those matroids whose independent sets are contained in the collection of independent sets of $F(G, mathcal B)$ while containing those of $L(G, mathcal B)$, for some biased graph $(G, mathcal B)$. Adding a natural (and necessary) non-degeneracy condition defines a class of matroids, which we call biased graphic. We show that the class of biased graphic matroids almost coincides with the class of quasi-graphic matroids: every quasi-graphic matroid is biased graphic, and if $M$ is a biased graphic matroid that is not quasi-graphic then $M$ is a 2-sum of a frame matroid with one or more lifted-graphic matroids.
A well-known problem in scheduling and approximation algorithms is the Santa Claus problem. Suppose that Santa Claus has a set of gifts, and he wants to distribute them among a set of children so that the least happy child is made as happy as possibl e. Here, the value that a child $i$ has for a present $j$ is of the form $p_{ij} in { 0,p_j}$. A polynomial time algorithm by Annamalai et al. gives a $12.33$-approximation and is based on a modification of Haxells hypergraph matching argument. In this paper, we introduce a matroid version of the Santa Claus problem. Our algorithm is also based on Haxells augmenting tree, but with the introduction of the matroid structure we solve a more general problem with cleaner methods. Our result can then be used as a blackbox to obtain a $(4+varepsilon)$-approximation for Santa Claus. This factor also compares against a natural, compact LP for Santa Claus.

We introduce delta-graphic matroids, which are matroids whose bases form graphic delta-matroids. The class of delta-graphic matroids contains graphic matroids as well as cographic matroids and is a proper subclass of the class of regular matroids. We give a structural characterization of the class of delta-graphic matroids. We also show that every forbidden minor for the class of delta-graphic matroids has at most $48$ elements.
Motivated by applications in machine learning, such as subset selection and data summarization, we consider the problem of maximizing a monotone submodular function subject to mixed packing and covering constraints. We present a tight approximation a lgorithm that for any constant $epsilon >0$ achieves a guarantee of $1-frac{1}{mathrm{e}}-epsilon$ while violating only the covering constraints by a multiplicative factor of $1-epsilon$. Our algorithm is based on a novel enumeration method, which unlike previous known enumeration techniques, can handle both packing and covering constraints. We extend the above main result by additionally handling a matroid independence constraints as well as finding (approximate) pareto set optimal solutions when multiple submodular objectives are present. Finally, we propose a novel and purely combinatorial dynamic programming approach that can be applied to several special cases of the problem yielding not only {em deterministic} but also considerably faster algorithms. For example, for the well studied special case of only packing constraints (Kulik {em et. al.} [Math. Oper. Res. `13] and Chekuri {em et. al.} [FOCS `10]), we are able to present the first deterministic non-trivial approximation algorithm. We believe our new combinatorial approach might be of independent interest.
