A Neutrino Factory where neutrinos of all species are produced in equal quantities by muon decay is described as a facility at the intensity frontier for exquisite precision providing ideal conditions for ultimate neutrino studies and the ideal complement to Long Baseline Facilities like LBNF at Fermilab. Fermilab has had a very active long baseline neutrino program since initiation of the NuMI project in 1998. Commissioned in 2005, the NuMI beam with 400 kW design power has been in operation for the MINOS neutrino oscillation program since that time. Upgrade of NuMI to 700 kW for NOvA is now well advanced, with implementation of the beam upgrades to be accomplished in 2012-2013. Design development for the next generation LBNE neutrino beam is now a major ongoing effort. We report here salient features and constraints for each of these beams, as well as significant challenges both experienced and expected.
We study the neutrino oscillation physics performance of the Long-Baseline Neutrino Experiment (LBNE) in various configurations. In particular, we compare the case of a surface detector at the far site augmented by a near detector, to that with the f ar site detector placed deep underground but no near detector. In the latter case, information from atmospheric neutrino events is also utilized. For values of theta_{13} favored by reactor experiments and a 100 kt-yr exposure, we find roughly equivalent sensitivities to the neutrino mass hierarchy, the octant of theta_{23}, and to CP violation. We also find that as the exposure is increased, the near detector helps increase the sensitivity to CP violation substantially more than atmospheric neutrinos.
Future neutrino-oscillation experiments are expected to bring definite answers to the questions of neutrino-mass hierarchy and violation of charge-parity symmetry in the lepton sector. To realize this ambitious program it is necessary to ensure a sig nificant reduction of uncertainties, particularly those related to neutrino-energy reconstruction. In this paper, we discuss different sources of systematic uncertainties, paying special attention to those arising from nuclear effects and detector response. By analyzing nuclear effects we show the importance of developing accurate theoretical models, capable to provide quantitative description of neutrino cross sections, together with the relevance of their implementation in Monte Carlo generators and extensive testing against lepton-scattering data. We also point out the fundamental role of efforts aiming to determine detector responses in test-beam exposures.

Neutrino beam with about 300 MeV in energy, high-flux and medium baseline is considered a rational choice for measuring CP violation before the more powerful Neutrino Factory will be built. Following this concept, a unique neutrino beam facility base d on muon-decayed neutrinos is proposed. The facility adopts a continuous-wave proton linac of 1.5 GeV and 10 mA as the proton driver, which can deliver an extremely high beam power of 15 MW. Instead of pion-decayed neutrinos, unprecedentedly intense muon-decayed neutrinos are used for better background discrimination. The schematic design for the facility is presented here, including the proton driver, the assembly of a mercury-jet target and capture superconducting solenoids, a pion/muon beam transport line, a long muon decay channel of about 600 m and the detector concept. The physics prospects and the technical challenges are also discussed.
Environmental decoherence of oscillating neutrinos of strength $Gamma = (2.3 pm 1.1) times 10^{-23}$ GeV can explain how maximal $theta_{23}$ mixing observed at 295 km by T2K appears to be non-maximal at longer baselines. As shown recently by R. Oliv eira, the MSW matter effect for neutrinos is altered by decoherence: In normal (inverted) mass hierarchy, a resonant enhancement of $ u_{mu} (bar{ u}_{mu}) rightarrow u_{e} (bar{ u}_{e})$ occurs for $6 < E_{ u} < 20$ GeV. Thus decoherence at the rated strength may be detectable as an excess of charged-current $ u_{e}$ events in the full $ u_{mu}$ exposures of MINOS+ and OPERA.
