We present a census of z(abs) < 2, intrinsic (those showing partial coverage) and associated [z(abs) ~ z(em)] quasar absorption-line systems detected in the Hubble Space Telescope archive of Space Telescope Imaging Spectrograph echelle spectra. This work complements the Misawa et al. (2007) survey of 2 < z(em) < 4 quasars that selects systems using similar techniques. We confirm the existence of so-called strong N V intrinsic systems (where the equivalent width of H I Ly alpha is small compared to N V 1238) presented in that work, but find no convincing cases of strong C IV intrinsic systems at low redshift/luminosity. Moreover, we also report on the existence of strong O VI systems. From a comparison of partial coverage results as a function of ion, we conclude that systems selected by the N V ion have the highest probability of being intrinsic. By contrast, the C IV and O VI ions are poor selectors. Of the 30 O VI systems tested, only two of the systems in the spectrum on 3C 351 show convincing evidence for partial coverage. However, there is a 3-sigma excess in the number of absorbers near the quasar redshift (|Delta v| <= 5000 km/s) over absorbers at large redshift differences. In at least two cases, the associated O VI systems are known not to arise close to the accretion disk of the quasar.

We present a catalogue of absorption lines obtained from the analysis of the ultra-violet spectra of 66 quasars. The data were acquired with the Faint Object Spectrograph of the HST as part of the Quasar Absorption Line Survey, a Key Project for the first four cycles of HST observations. This is the third of a series of catalogues of absorption lines produced from the survey and increases the number of quasars whose higher resolution (R=1300) spectra we have published from 17 to 83. The general properties and execution of the survey are reviewed, including descriptions of the final sample of observed objects and the algorithmic processes used to construct the catalogue. The detection of a single damped Ly-a system in a path length of Delta_z=49 yields an observed number of damped systems per unit redshift of (dN/dz)_{damp}(z=0.58)=0.020 with 95% confidence boundaries of 0.001 to 0.096 systems per unit redshift. We include notes on our analysis of each of the observed quasars and the absorption systems detected in each spectrum. Some especially interesting systems include low redshift Ly-a absorbers suitable for extensive follow-up observations (in the spectra of TON28 and PG1216+069), possibly physically associated pairs of extensive metal line absorption systems (e.g., in the spectrum of PG0117+213), and systems known to be associated with galaxies (e.g., in the spectrum of 3C232).
We present a survey for optically thick Lyman limit absorbers at z<2.6 using archival Hubble Space Telescope observations with the Faint Object Spectrograph and Space Telescope Imaging Spectrograph. We identify 206 Lyman limit systems (LLSs) increasi ng the number of catalogued LLSs at z<2.6 by a factor of ~10. We compile a statistical sample of 50 tau_LLS > 2 LLSs drawn from 249 QSO sight lines that avoid known targeting biases. The incidence of such LLSs per unit redshift, l(z)=dn/dz, at these redshifts is well described by a single power law, l(z) = C1 (1+z)^gamma, with gamma=1.33 +/- 0.61 at z<2.6, or with gamma=1.83 +/- 0.21 over the redshift range 0.2 < z < 4.9. The incidence of LLSs per absorption distance, l(X), decreases by a factor of ~1.5 over the ~0.6 Gyr from z=4.9 to 3.5; l(X) evolves much more slowly at low redshifts, decreasing by a similar factor over the ~8 Gyr from z=2.6 to 0.25. We show that the column density distribution function, f(N(HI)), at low redshift is not well fitted by a single power law index (f(N(HI)) = C2 N(HI)^(-beta)) over the column density range 13 < log N(HI) < 22 or log N(HI) >17.2. While low and high redshift f(N(HI)) distributions are consistent for log N(HI)>19.0, there is some evidence that f(N(HI)) evolves with z for log N(HI) < 17.7, possibly due to the evolution of the UV background and galactic feedback. Assuming LLSs are associated with individual galaxies, we show that the physical cross section of the optically thick envelopes of galaxies decreased by a factor of ~9 from z~5 to 2 and has remained relatively constant since that time. We argue that a significant fraction of the observed population of LLSs arises in the circumgalactic gas of sub-L* galaxies.
Spectra observed with the Ultraviolet and Visual Echelle Spectrograph (UVES) on the European Southern Observatorys VLT exhibit long-range wavelength distortions. These distortions impose a systematic error on high-precision measurements of the fine-s tructure constant, $alpha$, derived from intervening quasar absorption systems. If the distortion is modelled using a model that is too simplistic, the resulting bias in $Deltaalpha/alpha$ away from the true value can be larger than the statistical uncertainty on the $alpha$ measurement. If the effect is ignored altogether, the same is true. If the effect is modelled properly, accounting for the way in which final spectra are generally formed from the co-addition of exposures made at several different instrumental settings, the effect can be accurately removed and the correct $Deltaalpha/alpha$ recovered.

As one of the most luminous radio-loud quasars showing intrinsic ultraviolet (UV) and X-ray absorption, 3C 351 provides a laboratory for studying the kinematics and physical conditions of such ionized absorbers. We present an analysis of the intrinsi c absorption lines in the high-resolution ($sim$ 7 km/s) far-UV spectrum which was obtained from observations with the Space Telescope Imaging Spectrograph (STIS) on board the Hubble Space Telescope (HST). The spectrum spans wavelengths from 1150 AA to 1710 AA, and shows strong emission lines from O VI and Ly$alpha$. Associated absorption lines are present on the blue wings of the high-ionization emission doublets O VI $lambdalambda$ 1032,1038 and N V $lambdalambda$ 1238,1242, as well as the Lyman lines through Ly$epsilon$. These intrinsic absorption features are resolved into several distinct kinematic components, covering rest-frame velocities from -40 to -2800 km/s, with respect to the systemic redshift of $z_{em}=0.3721$. For the majority of these absorption line regions, strong evidence of partial covering of both the background continuum source and the BELR is found, which supports the intrinsic absorption origin and rules out the possibility that the absorption arises in some associated cluster of galaxies. The relationship between the far-UV absorbers and X-ray `warm absorbers are studied with the assistance of photoionization models. Most of the UV associated absorption components have low values of the ionization parameter and total hydrogen column densities, which is inconsistent with previous claims that the UV and X-ray absorption arises in the same material. Analysis of these components supports a picture with a wide range of ionization parameters, temperatures, and column densities in AGN outflows.

Aims. We have searched for temporal variations of narrow absorption lines in high resolution quasar spectra. A sample of 5 distant sources have been assembled, for which 2 spectra - VLT/UVES or Keck/HIRES - taken several years apart are available. Me thods. We first investigate under which conditions variations in absorption line profiles can be detected reliably from high resolution spectra, and discuss the implications of changes in terms of small-scale structure within the intervening gas or intrinsic origin. The targets selected allow us to investigate the time behavior of a broad variety of absorption line systems, sampling diverse environments: the vicinity of active nuclei, galaxy halos, molecular-rich galaxy disks associated with damped Lya systems, as well as neutral gas within our own Galaxy. Results. Absorption lines from MgII, FeII or proxy species with lines of lower opacity tracing the same kind of gas appear to be remarkably stable (1 sigma upper limits as low as 10 % for some components on scales in the range 10 - 100 au), even for systems at z_abs ~ z_e. Marginal variations are observed for MgII lines toward PKS 1229-021 at z_abs = 0.83032; however, we detect no systems displaying changes as large as those reported in low resolution SDSS spectra. In neutral or diffuse molecular media, clear changes are seen for Galactic NaI lines toward PKS 1229-02 (decrease of N by a factor of four for one of the five components over 9.7 yr), corresponding to structure at a scale of about 35 au, in good agreement with known properties of the Galactic interstellar medium. Tentative variations are detected for H2 J=3 lines toward FBQS J2340-0053 at z_abs =2.05454 (~35% change in column density), suggesting the existence of structure at the 10 au-scale for this warm gas. A marginal change is also seen in CI from another velocity component (~70% variation in N(CI)).
