In this work we definitely prove a possibility that Milgroms modified Newtonian dynamics, MOND, can be consistently interpreted as a theory with the modified kinetic terms of the usual Newtonain dynamics, simply called k-MOND. Precisely, we suggest only a functional dependence between inertial and gravitational mass tending toward identity in the limit of large accelerations (characteristic for Newtonian dynamics and its relativistic generalizations) but which behaves as a principal non-identity in the limit of small accelerations (smaller than Milgroms acceleration constant). This functional dependence implies a generalization of the kinetic terms (without any change of the gravitational potential energy terms) in the usual Newtonain dynamics including generalization of corresponding Lagrange formalism. Such generalized dynamics, k-MOND, is identical to Milgroms MOND. Also, mentioned k-MOND distinction between inertial and gravitational mass would be formally treated as dark matter.

We consider a deviation of the physical length from the Riemann geometry toward the Randers. We construct a consistent second-order relativistic theory of gravity that dynamically reduces to the Einstein-Hilbert theory for the strong and Newtonian gr avity while its weak gravitational regime reproduces MOND and the gravitational lensing attributed to the dark matter halo. It also naturally accommodates the observed value of the cosmological constant. We show that it predicts a few percent deviation for the post Newtonian parameter $gamma$ in a part of the regime that interpolates the Newtonian regime to the MOND regime. The deviation is consistent with the reported observations but can possibly be detected by fine-tuned refinements of the current data or specified future observations.
From the observed results, we deduced that the mass of the neutrino is about 10^(-1) eV and the mass of the fourth stable elementary particle (delta) is about 10^(0) eV. While neutrino is related to electro-weak field, the fourth stable elementary pa rticle delta is related to gravitation-strong field, and some new meta-stable baryons may appear near the TeV region. Therefore, a twofold standard model diagram is proposed, and involves some experiment phenomena: The new meta-stable baryons decays produce delta particles, which are helpful in explaining the Dijet asymmetry phenomena at LHC of CERN, the different results for the Fermilabs data peak, etc; However, according to the (B-L) invariance, the sterile neutrino about the event excess in MiniBooNe is not the fourth neutrino but rather the delta particle; We think that the delta particles are related to the phenomenon about neutrinos FTL, and that anti-neutrinos are faster than neutrinos. FTL is also related to cosmic inflation, singular point disappearance, a finite universe, and abnormal red shift of SN Ia. Besides, the dark matter particles with low mass are helpful in explaining missing solar neutrinos, the CMB angular power spectrum measured by WMAP etc. Some experiments and observations are suggested, especially about the measurement for the speed of gravitational wave c. c and c, in physics, represent the limit speeds of moving particles made by different categories of matter with different Lorentz factors. Lorentz transformation is compatible with FTL. This will be helpful to look for new particles.
We suggest that the eventual gravitational repulsion between matter and antimatter may be a key for understanding of the nature of dark matter and dark energy. If there is gravitational repulsion, virtual particle-antiparticle pairs in the vacuum, ma y be considered as gravitational dipoles. We use a simple toy model to reveal a first indication that the gravitational polarization of such a vacuum, caused by baryonic matter in a Galaxy, may produce the same effect as supposed existence of dark matter. In addition, we argue that cancellation of gravitational charges in virtual particle-antiparticle pairs, may be a basis for a solution of the cosmological constant problem and identification of dark energy with vacuum energy. Hence, it may be that dark matter and dark energy are not new, unknown forms of matter-energy but an effect of complex interaction between quantum vacuum and known baryonic matter.
Mass models of 15 nearby dwarf and spiral galaxies are presented. The galaxies are selected to be homogeneous in terms of the method used to determine their distances, the sampling of their rotation curves (RCs) and the mass-to-light ratio (M/L) of t heir stellar contributions, which will minimize the uncertainties on the mass model results. Those RCs are modeled using the MOdified Newtonian Dynamics (MOND) prescription and the observationally motivated pseudo-isothermal (ISO) dark matter (DM) halo density distribution. For the MOND models with fixed (M/L), better fits are obtained when the constant a$_{0}$ is allowed to vary, giving a mean value of (1.13 $pm$ 0.50) $times$ 10$^{-8}$ cm s$^{-2}$, compared to the standard value of 1.21 $times$ 10$^{-8}$ cm s$^{-2}$. Even with a$_{0}$ as a free parameter, MOND provides acceptable fits (reduced $chi^{2}_{r}$ $<$ 2) for only 60% (9/15) of the sample. The data suggest that galaxies with higher central surface brightnesses tend to favor higher values of the constant a$_{0}$. This poses a serious challenge to MOND since a$_{0}$ should be a universal constant. For the DM models, our results confirm that the DM halo surface density of ISO models is nearly constant at $ rho_{0} R_{C} sim 120 M_{odot} pc^{-2}$. This means that if the (M/L) is determined by stellar population models, ISO DM models are left with only one free parameter, the DM halo central surface density.

In this article the concept of mass is analyzed based on the special and general relativity theories and particle (quantum) physics. The mass of a particle (m=E(0)/c^2) is determined by the minimum (rest) energy to create that particle which is invar iant under Lorentz transformations. The mass of a bound particle in the any field is described by m<E80)/c^2 and for free particles in the non-relativistic case the relation m=E/c^2 is valid. This relation is not correct in general, and it is wrong to apply it to the radiation and fields. In atoms or nuclei (i.e. if the energies are quantized) the mass of the particles changes discretely. In non-relativistic cases, mass can be considered as a measure of gravitation and inertia.
